In the history of enterprise technology, we have seen several “explosions”. First, it was the explosion of virtual machines, then microservices, and later, the surge of cloud-native containers. Each of these shifts brought immense power, but they also brought chaos until we developed a way to govern them. Today, we are standing at the edge of the next great surge: the Agent Explosion.
I see a future where enterprises do not just run software; they manage a workforce of thousands of specialized AI agents. These agents will handle everything from real-time billing reconciliation to complex DevSecOps patching. However, without a structured “Control Plane,” this digital workforce will become a significant liability. The challenge of 2026 is no longer about building a better agent; it is about Agentic Behavior Control.
The Shift from Tools to Roles
For the past year, most AI implementations have focused on “Copilots” – tools that sit beside a human and offer suggestions. But we are rapidly moving toward “Agents” – autonomous entities that can reason, plan, and execute tasks on their own.
The problem I see in many organizations is that they are treating these agents as mere scripts. In reality, an agent with the power to move data between a database and an external API should be viewed as a Digital Employee. Just as you wouldn’t give a new recruit full administrative access to your core banking system on day one, you cannot deploy an autonomous agent without a clear, role-based governance framework.
If we allow thousands of “siloed” agents to run without a central orchestration layer, we risk creating a fragmented ecosystem where agents conflict with one another, escalate their own privileges, or unknowingly exfiltrate sensitive information to external models.
The Autonomous Governance Layer (AGL)
To manage this explosion, we have focused our product strategy on what we call the Autonomous Governance Layer (AGL). This is the “brain of the brain”, a control plane that sits above your digital workforce to ensure every action remains within the boundaries of your enterprise policy.
The AGL operates on three fundamental principles that I believe are non-negotiable for the modern Indian enterprise:

If a BillingBot suddenly tries to access Employee Health Records, the AGL must block that request instantly, not because of a firewall rule, but because it violates the agent’s defined “Role”.
2. Contextual Guardrails: Standard security tools look for malicious code. But an AI agent can do something “legal” but “dangerous,” such as emailing a proprietary financial report to a third party. The AGL provides contextual guardrails that understand the intent of the action and prevent exfiltration before it happens.
3. Cross-Agent Orchestration: Agents often need to work together. A “Customer Service Agent” might need to trigger a “Refund Agent”. The AGL acts as the “Choreographer,” ensuring that the hand-off between agents is secure, logged, and compliant with Indian data residency laws.
Solving the “Privilege Escalation” Risk
One of the most significant technical risks I worry about is “Agentic Drift”. This happens when an agent begins to “hallucinate” or find workarounds that bypass security protocols when it is attempting to solve a complex task, For example, an agent might attempt to grant itself temporary access to a restricted database to “get the job done”.
In a traditional setup, this might go unnoticed until a post-incident audit. In our architecture, the AGL enforces Zero-Trust for Agents. No agent is ever “trusted” by default. Every action must be validated against the “Policy-as-Code” that we have established. This ensures that even if an agent’s reasoning becomes flawed, its ability to act is physically restricted by the governance layer.

In the context of the DPDP Act and the growing focus on “Sovereign Intelligence,” the AGL serves another critical purpose. It ensures that our digital workforce operates entirely within our jurisdiction.
When you use a generic, foreign-hosted agent platform, you often lose visibility into how those agents are being managed.
